 内容提要：随着互联网的高度普及和网络技术的迅猛发展，视力障碍人士通过网络远程获取知识与信息的需求日益增大，著作权限制与例外制度能够满足此种需求、切合国际条约的相关规定、弥补现行著作权法的不足，进而针对网络时代下视力障碍人士获取作品权利保障的现实缺陷，对主体范围、适用对象、权利内容及技术措施等方面进行修正，以期促进视力障碍人士通过互联网获取作品。

Research on copyright limit to facilitate the access of people with visual impairment to literature works in the network era

 Abstract: With the growing popularity of the Internert and the rapid development of network technologies, those with visual impairment have increasingly greater needs of obtaining knowledge and information from a remote distance via the Internet. The limit of copyright and exceptional system can meet such need, comply with relevant provisions of international conventions and remedy the deficiency of the current Copyright Law. And hence in terms of the practical defects of the rights guarantee for those visually impaired to obtain literature works in the network era, it can further revise the subject range, applicable objects, rights content, technological measures, etc. in order to facilitate those visually impaired to obtain literature works through the Internet.
